Did you configure WEP in the Host AP driver? Did the data connection work without encryption?

Running 'dmesg' will show some more debug messages that might not end up in syslog files.

Monitor mode disables normal card functionality and it must not be used when the card is supposed to be acting as an AP. You would need to setup another host for monitor the network.
