Yes, if you would like to monitor more than one channel, you will need to change the channel manually (or by some script/program).

It's up to the user space application to decide when to change channels.

It depends a bit on the used mode. Host AP driver sets porttype to pseudo IBSS before setting up monitor mode to avoid sending beacons. Anyway, there may be other packets that get sent since TX part of the BBP/PHY is not completely turned off. If one needs to stop all TX, there might be a suitable BBP control register for doing this.
